Disconnect creeping in again?
Disconnect creeping in again?
Back in late 2007 or early 2008, I recall a chat with a corporate chief about how there seems to be a disconnect between the government and the people. Essentially, the government did not seem to understand or know the rakyat's needs or concerns.
Then came the 2008 national polls and we have a new prime minister who said that the era of government knows best is over, implying that we have a government that is willing to listen.
But I can't help but feel the disconnect is starting to creep in again. A few things point to this.
1. The Home Minister went to downtown Kuala Lumpur during the Chinese New Year (CNY) holidays and he was surprised that there were so many foreigners there.
2. Last year, the Works Minister drove his car and got stuck for 15 minutes, waiting to pay the toll.
3. The Road Transport Department (RTD) director-general was shocked by reckless drivers as he was making his way back to KL from Kelantan after the CNY holidays.
The average Ali will not be surprised. In fact, he will be amused and wonder why it took our government officials so long to notice.
There are some 1.2 million legal foreign workers in Malaysia, but the total number is believed to be double then that with illegal workers. Downtown KL near the Kota Raya building is a favourite place for them to gather and meet friends on their off-days.
The fact that the streets seem to be full of them when city dwellers go back to their hometown is nothing new. Newspapers and television have been highlighting this for years.
Should we be worried about this? I don't think so. We should worry about the high number of illegal workers and any impact they have on security issues. When the economy is doing well, almost everyone would have a job but if it's not, some could turn to criminal activity.
As for the highway toll, it is now a fact of life for most city folk. The issue now is why are there so many people who still opt to pay with cash rather than use electronic cards. Although you have to pay upfront for the cards, you avoid the hassle of long queues and save on time.
If you were to argue that the cards are not easily available, do you know that your MyKad actually works as a Touch 'N Go card? This means that every single Malaysian who drives can avoid the cash lane provided he puts in money into his MyKad.
Maybe there are not enough incentives for drivers to use electronic cards. Maybe the company responsible is not doing enough to make the cards widely available. Maybe we should just break its monopoly and let the people benefit from competition.
The third case deals with reckless drivers. They overtake on double lines and use the emergency lanes to cut the queue, among others. It's a perennial problem and it has to do with enforcement. The RTD has a system where drivers will get points for traffic offences and this could lead to their licences being suspended or cancelled.
But even the government is not happy with the system and Deputy Transport Minister Datuk Abdul Rahim Bakri told the Dewan Negara in December last year that it needs to be reviewed to make it more effective.
The bottomline is this: People will continue to flout traffic laws as long as enforcement is lax.
All of the three cases are not new and the rakyat have had to deal with them for years. But it doesn't mean that the government shouldn't pay attention to them.
In fact, people will appreciate it if these issues are addressed. But one of the biggest challenges is that people are more cynical today than, say, 10 years ago. This means that the government must work harder to win over sceptics.
And working harder should not just mean more meetings or conferences, but also more meaningful interaction with the people.
